Re:  Our COVID-19 Response

We are here, as always, to help you.  Now, more than ever we want to assist you not only survive but somehow thrive in this every-changing business environment that we find ourselves in resulting from the COVID-19 pandemic.    We have compiled this letter to share with you some helpful information.   Some of the information may or may not affect your particular business, but feel free to share with friends and family members that you feel may benefit from the info also.


Last week, Gov. Wolf mandated that all non-life-sustaining business close physical locations effective, Thursday, March 19, 2020 at 8:00 pm.  This mandate was not enforced until Monday, March 23, 2020 at 8:00 am.  In the meantime, Gov. Wolf offered businesses whose operations were shutdown an opportunity to apply for an exemption waiver.  Please click the link provided below to determine if your business is considered non-life-sustaining business as defined by the PA Department of Community & Economic Development Commission  If the PA DCED has labeled your business a  non-life-sustaining business and you feel that you are, in fact, a life-sustaining business, you are encouraged to fill out an exemption application at .  If you have any questions or concerns, please do not hesitate to contact our officer for further assistance.  The Governor’s office has been making decisions between 48 and 72 hours.  All of the application is completed online.  All communication is done via email.


If you are a small business, experiencing financial hardship due to the government-mandated shutdowns and quarantine restrictions, you may apply for a low interest loan via the Small Business Development Center.  You may contact either the St. Vincent Office or the Duquesne University Office for more information or you can click for contact & loan info.  The online loan application requires 3 years of business tax returns (2016, 2017, 2018) , 12 months of monthly business gross sales and 12 months of cost of goods sold.  The online application process takes about 3 hours to complete.  Funds are disbursed after an estimated 2-month review/approval process.  We have attached files from the Small Business Development Center to this email that contain more information regarding the SBD loan application process.

As for other taxes, such as payroll taxes, sales taxes and other business taxes, we are monitoring the changes daily and will relay those changes to you as there are released.
